In a search at one of my premises i found a car which has not been used for at least 3 years as it has a tax disc is an 04 disc, the car is covered in thick dust, can i check if it has been stolen without calling the police or hpi checking it? The car has no signs it has been broken in too and looks like it has just been parked and forgotten. the area it is found is not a dusty area so appears strange!!

Judging by your previous questions and answers I guess you're in the UK and the only way to trace a car back to it's owner is via the PNC (Police National Computer). If it was previously reported lost or stolen some insurance company somewhere will have a record and the DVLA will have a record of the last registered owner but you can't access their records.How much is an auto insurance policy for a brand new ferrari or lambo?
In law, if someone doesn't claim something for 6 months then you can keep it provided that you haven't hindered them from otaining their property and have made reasonable attempts to return it. I'd report it to the Police, let them deal with it and if after 6 months no one comes forward to claim the vehicle then request that ownership be transferred to you (assuming of course it actually has some value).

Another thing, the vehicle may have been used in a crime in which case the police may well be interested in examining it.

Go and try applying for the V5. Claim the car as your own. I would as it has been abandonded for years on your premises. Its dead easy just go up to your local DVLA and ask for the forms to apply for a V5C. If anyone has claim on the vehicle they will send them a letter and request response within 28 days. No response and they will issue you the V5C and then you are the registered keeper. Then punt it on toot sweet. Job done.Write down the VIN, call your vehicle licensing records section and provide the info you just said. If it has a record of any kind in that state, it will show up. If not, and a record shows that it is licensed/registered in another state, that state would be who you deal with. You are wanting to restore the record, of an abandonded vehicle. You'll need to get an inspection done by law enforcement, before you could complete the title transaction, ask for details when you call records. Good luck
