Plates for my car in CA?

Some states have laws in place making it illegal to register a right hand drive vehicle in the state (with the exception of the postal service of course). I don't know if Florida has that on the books or not.

A have a full legal license.what would happen if i was caught driving without?

Florida Highway Patrol (http://www.fhp.state.fl.us/) should be able to answer the question.

How old do you have to be to get a drivers license in NJ?

There is NO requirement in the US for a vehicle to be LHD. As long as the vehicle has a USDOT/EPA label that it conforms to US safety and emissions standards you can register it in any state.
