I believe that each owner assumes their own expenses and each has to pay for their own. I dont think anyone is liable, but there may be criminal action taken against the person with the suspended license. Insurance companies have hundreds of loopholes to get out of paying out for an accident.

Liability is assessed on negligence, plain & simple. So whoever caused the accident is legally on the hook to pay. What the insurance companies involved do is a whole different story and maybe someone ends up in court suing the other party, who knows?
