I believe that each owner assumes their own expenses and each has to pay for their own. I dont think anyone is liable, but there may be criminal action taken against the person with the suspended license. Insurance companies have hundreds of loopholes to get out of paying out for an accident.

The liable motorist is responsible for paying for the damage. Doesn't matter who is uninsured, driving with a suspended license or even in a borrowed car. Liability is assessed on negligence, plain & simple. So whoever caused the accident is legally on the hook to pay. The driver with the suspended licence was committing an offence just being behind the wheel to start with, he could be sued for all medical/hospital expenses. If the owner of the car he borrowed KNEW the licence was suspended, he could very well be jointly sued. If the driver he hit was driving with no insurance, he is also committing an offence. Chances are nobody collects property damage expenses from anybody, and it would serve them all right.
