For Nevada Residents...License plate question?

Anybody know what is with the new license plates here in Nevada. They look plastic and no longer have raised letters and numbers. I just noticed them a few months ago. Is this a money saving change?
For those people reading this from out of state - Is any other state doing this?

I live in wa. I haven't seen any wa plates like this. But I live in a military town and we have alot of out of state plates. And yes I have seen quite a few other states that are doing it. I would guess that it is cheaper. Maybe they last longer too.
