She can register it in her name. I did this when my dad bought me my first car when I was 17 and hadn't passed my test and had no problems. I even had it insured in my name. I'm not aware that they've changed the rules, so she'll be fine.Also, I've heard stories about cars being registered in the names of three year olds, so I'm guessing you don't even need a provisional either!

She can register the car in her name... But she is not allowed to drive the car without someone who has passed there test less than three years.!!
