My car was hit by a city vehicle while I was legally parked-do I have to have insurance to collect?

I was at my job and my vehicle was parked in front of the property where I was working. A city sweeper hit the back of my vehicle. They told me to call their offices and I was asked for my insurance company. Why should I have to involve my insurance company if this was quite obviously their fault?

Which means that you are not entitled to reimbursement, you are the one that is determined "at fault" automatically, whether or not you physically caused the accident.
