if you're under 18 and have taken the drivers test over 3 times, is it true that you have to re-take the permit test?

Can't renew driver's license because of parking ticket?

I've failed twice already and I'm scared to go in a 3rd time if it means I will have to re-do everything I've already done.

If you're so damned scared, do something about it. Learn the vehicle code inside and out and learn to drive... simple. It really isn't that hard if you apply yourself a little. All you need is right on that website and a little time behind the wheel. Aren't your parents helping you in this matter?
