It's not the "dumb" law that drives the rates up it's terrible drivers and insurance fraud! Try Progressive, Geico, or Unitrin. They seem to be the lowest at the current moment!I got a speeding (about 17 MPH over) ticket in NJ but i have a NY license.?

If people would take financial responsibility for their acts there wouldn't have to be laws legislating coverage for them, but since they don't, there is. You can just do the state minimum, and be out of pocket if you do cause an accident, or you can get an umbrella policy for a very few dollars more that will adequately cover you.
Unless you have shoe box full of tickets and several at fault accidents insurance rates are not super high.
Find an independent agent and find what is best for your under your circumstances.
