You'll want to call the local DMV and see what they say, normally you can apply for a duplicate title but the registered owner has to do it (meaning the person whose name was on the title last).

Is it stolen? If not contact the DMV. Also contact the police they will send an officer to check the VIN number and see if it's on a hot list. Do not drive this car untill the police have checked the VIN.
