Just kick or hit the tire to loosen the crap gathered around it. WD-40 works to lubricate and clean grease, dirt, etc.

support the vehicle while its in the air so it wont move. get some penetrating oil spray around the center hub of the wheel. then kick the heck out of the bottom of the tire and top of the tire in an alternating pattern.. its got a bond issue between two dissimiliar metals. happens all the time. when you do get it off of there and go to reinstall use some antiseeze compound on it to keep it from happening again,.

if that doesnt work, screw the lugnuts back on, but do not tighten them hard, then slowly lower your car back onto the ground. that should break the wheel free. if it still doesnt work, move the car 2 or three feet.THAT should work.

As many have answered in previous posts; Use some sort of a penetrating oil. Let it set for about a day, something a bit lighter than your every day Water Deterrent # 40 would be a good decision. i.e.. Liquid Wrench®. Be sure that the vehicle is secure and your not in danger of pushing off of your jack. Then hold a small piece of softer wood (some sort of pine) 2x4 along the edge of your rim and give it a few good hits with a heavy sledge. Move it from the top to the bottom and hit it again. Then try the sides. This method will give you good force directly to the rim while still protecting it from being bent by a hard blow. Do not hit the tire. This can cause irreparable damage to the steel radial within. If you still have no luck it is possible to try this method from the inside of the wheel but this is not recommended for the, "Weekend Mechanic". Hope all turns out well for you and keep on wrenching.

secure the car in the air then get a piece of wood that will reach across the back of the tyre and then beat the crap out of it.
