the tire on the right side is sorta drawn back. Could it be a bent frame or is something that holds the wheel on bent ??

Yes I would say if your talking about the front wheel there could be frame damage or just front struts and control arms. If it 's the back it could be broken or bent control arms and or frame damage. What ever it is your boy should not be driving.
