Why does my car make noise when they key is in the On positon, yet the car is not on?

Question:
When I put the key to the on position, i get a humming noise coming from the engine. And if I press the accelerator it makes a hissing noise that is scaled to how much I press on it. The car is a 2003 Suburu Forester with 70k miles. Don't understand why anything at all should be running when the key is only in ON. Any help or ideas to whats happening would be appreciated.

Want to know whats it worth?

when the ignition switch in in the ON position it means all your electronic stuff is on and you are draining your battery. The humming is most likely your fan. the hissing noise may just be the pressure in the pedal.
