Does my 1991 Ford Taurus have a short circuit?

Question:
Should the pink wire on the ccrm wire harness have a constant low voltage reading even with the wire harness unpluged from the ccrm? This car has no spark and the fuel pump dose'nt come on.

No fire, no fuel pump...I would say bad ground or bad wiring harness....this is a pain in the *** to find.....As for the pink wire without having the wiring diagram at hand there is no way I could tell you if its supposed to have low voltage.
