a 1995 ford taurus does not have an electronic speedo. the speedo head is failing. remove the instrument cluster and pull out the cable. you may be able to lubricate it and get it to work for a while, but 95 speedos are a dime a dozen in the salvage yard. probably less than 40 bucks on car-part.comi own a repair shop,and that sounds like a speed sensor on it going bad instead of a speedometer,the speed sensor is located on the transmission and can be replaced fairly easy,id try that before i pulled the dash out of it,usually that's what causes one to act like this,you might want to replace the sensor before you pull the dash out of it,good luck,i hope this help,s.
