Question:
The last time that it ran I noticed that it made that same sound the entire time that it was running (the whiney sound) I am guessing that sound is the fuel pump, but I am not 100% sure. I just can't figue out IF it was the fuel pump, why would it have run constantly that last time, and also could that have been the reason that it maybe burned up?!?!?!

what you can do to check if it's the fuel pump, is to take a hammer and tap lightly on the bottom of the fuel tank, then try to crank it, if it cranks, it is a bad fuel pump, if this doesn't work, it is probably the starter, which needs to be replaced. first question is..how long has it been sence you replaced your fuel filter?if you heard a high pitched wine you may have a clogged filter..i would try that first.if that dosent fix it then move onto the pump.the filter would be changed at the same time you replace the pump anyway.and the filter is less than 50.00.the pump is over 300.00.More Questions & Answers ...
