1984 civic with coolant problem?

Question:
the rad fan never seems to turn on but more than that the water in the rad it is hard to see if its even churning. no leaks out the pump and it moves free enough, although there may be a small leak some where as i did need to put in a half litlre of water I am not even sure how much the rad holds. burns oil (varnishing on the dip stick) like a bastard so I am pretty sure oil loss is do to heat . is it the water pump is it plugged up somewhere?

COULD BE THAT SOMEONE HAS TAKEN THE THERMOSTAT OUT OF THE VEHICLE IS THE REASON THE FAN DOESN'T TURN ON VERY OFTEN. THIS MEANS THAT THE WATER IS RUNNING THROUGH THE VEHICLE ALL THE TIME INSTEAD OF BEING STOPPED BY THE THERMOSTAT. GOOD INDICATION OF THIS IS TO CHECK AND SEE IF THE HEATER IS WORKING PROPERLY. IF NOT CHECK THE THERMOSTAT. AS FAR AS THE LEAK IF ALL YOU HAVE TO PUT IN IS A HALF LITER EVERY ONCE IN A WHILE THAT IS O.K. SOME OF THE WATER WILL EVAPORATE OVER TIME.AS FAR AS THE BURNING OIL DON'T WORRY ABOUT THE DIPSTICK, THAT JUST MEANS THAT SOMEONE HAS NOT CHANGED THE OIL AS OFTEN AS THEY SHOULD HAVE. TAKE A PIECE OF SAND PAPER AND CLEAN THE DIPSTICK UP. TO FIND OUT IF YOU ARE BURNING OIL HAVE SOMEONE START THE VEHICLE WHILE YOU ARE AT THE REAR SO YOU CAN LOOK AT THE EXHAUST. HAVE THEM REV THE ENGINE SLIGHTLY AND SEE IF YOU CAN SEE A GRAYISH TYPE SMOKE THIS IS A GOOD INDICATION THAT YOU ARE BURNING OIL.
