i own a repair shop and a weak flasher will cause this or having the wrong bulb in one can also cause it, you.ll need to check all the bulbs to be sure that they are the right size for it,and also a bad ground wire will cause this to happen also,that's the most common cause for this is a bad ground wire,good luck i hope this helps.
