When you look at it it starts with a four rather than a five. It works when you say it too - 'four ninety nine' as opposed to five dollars. That makes it seems cheaper.
Because $9.99 looks smaller than $10.00, they just want more money!

It probably was a joke that got out of hand, but I agree with everyone else, it's a mind trick.its called marketing. 99 cents is less than a dollar. JUst like anything a car for instance they price it at $19,995. so your brain thinks you are paying $19K form it when it is really $20k.
