Would paint go on plastic?

If you have rusted out floor boards your seat rails my also be rusted. Hit the back of the seat. If it does not come loose the hit it from the side. If you still have problems take a pry bar and pry it from behind if it is still not budging then take another look at see if you may have missed a bolt. I think there may actually be 6 on that seat. 4 in the rear and 2 in the front. Double check the rear of to other bolts. Move the seat all the way forward to give you better light and access but I think you may have missed 2 bolts.

Give the seat back a good "whack" with the heel of your hand, it's been sitting there for a long time...

There is a troll under the seat holding it down. Pay him $20 and he'll let go.
