high NOx levels are frequently caused by a car that is running too hot or too lean, you may want to replace your fuel filter and run a fuel system cleaner and try again. Its not all that common to see high NOx from a bad cat, ussually that causes high HC (hydrocarbon)

DO NOT turn your engine off while you are waiting in line at the echeck station. its important that its a hot engine. passes every time.

First of all, NOx is not caused by a lean condition. Nox is produced more from cold engines that aren't yet up to operating temperature than anything else, therefore not completely burning ALL the gasses in the combustion chamber. Check your EGR valve and smog pump, if your vehicle has one. Check your O2 sensor also, as this can cause a run rich condition. Make sure your car isn't running too cold, if it is change the thermostat with a higher temperature rated one. Thermostats are set to open at a certain temp, and there ARE different ones you can buy to make your car run hotter or colder.
