1999 Passat Maintenance?

Question:
I have a 4DR 1999 VW Passat.
I am having a problem with the power steering. When the brakes are applied, the handling gets very stiff, as if the car has no power steering. Nevertheless, when I take my foot off the brake pedal, the steering goes back to normal.

Tip: When the brakes are applied and I steer the wheel I hear something leaking (it sounds like air).

does it have hydraboost (ran off of power steering pump) or a brake booster (ran off of vacum air from venturie)? sounds like brake booster is shot because of leaking air sound. need new one if so. but because of hard steering problem only when brakes applied that sounds like you have a hydraboost. someone else may be of better help but i need to know which one it has.
