Why wont my ford3000 tractor start without starter fluid?

Question:
i have a 1980 ford 3000 3cylinder gas engine that will not start unless i use ether in the air intake but runs just fine once i get it started until i shut it back off then its the same problem even if i try to restart it right away,any idea whats wrong?

Its been a long winter i bet you have stale gas..change out the gas...
carb could be dirty..change gas filter.
