Rim width is not what determines how tall your tires are, tire size is.

none because you are going wider not taller

Is it possible to put power steering on a citroen saxo 1.0i, t plate?

Typically a width (first number in 225/45R17 for example) that fits a 7" wide rim will NOT fit a 9" wide one. You'll need to get a completely different tire, typically you get one that is a wider width, and shorter aspect ratio (second number) to be the same overall rolling diameter. On the off chance the tire still fits its height shouldnt change substantially, it'll just be stretched inward more rather than bulged out like it would be on a 7" rim.
