Well when you bought the new wheels and tires did you get them balanced before you put them on? If you didnt then it needs to be balanced.Check out Hunter Wheel Balancers on line. they have a relatively new machine that checks the rims for lateral run out, condition of tire, tire run out and balance. If the tire wheel combination fails the initial test the operator will tell you what's causing the problem.

Occasionally weights are taped on the inner wheel directly under the bolt center flange. if other weights are needed they'll place them on the inner bead if you have aluminium wheels.
