No. It does not turn. You need to get a power steering pump pulley puller. You will also need this tool to get the pulley back on. DO NOT hammer the pulley on.

Be sure not to overfill it and pressure it up until it leaks again, duh, but people do it.it doesn't hold the pulley on. you need a special tool to remove and install the pulley. you have to use a puller to remove it and a installing tool to press it back on.
