Where is the Passeger Compartment Fuse Panel on a Ford Countour or Mercury Mystique?

Hoping someone can help me with this one. I just had my car in for electrical service (blown fuse between alternator and starter). Now the radio and interior reading lamps don't work. (Maybe other things as well, but locks, heater, etc. works). Before taking the car back in for service, I would like to check the fuses. According to the manual, the fuses for both radio and interior reading lamps are in the Passenger compartment fuse panel, which is supposedly underneath the instrument panel. However, I can't find this anywhere! Can someone provide me with detailed instructions on how to find the passenger compartment fuse panel and associated lock release lever?
