The only thing I can think of is a problem with the governer. It would normal limit your car to around 120 mph. Yours must be having problems if it limited it down to 20.

Get it to a mechanic is the right thing to do. That light comes on because the onboard computer has detected a serious fault in the emissions system. To continue to drive it will cause serious engine damage.
