I assume you are talking about the tubes connected to the exhaust manifolds. If so, they were an attempt to reduce emissions when technology wasn't so advanced. They "worked" by introducing fresh air supplied by the air pump into the exhaust to help complete the combustion process (by adding more oxygen) to allow the converter to work more efficiently. This system did not work very well and when malfunctioned, the vehicle would usually begin to backfire out of the exhaust. The only good thing is that this system didn't really use much power. The system can be completely removed,..pump, valves, tubes, hoses etc, with little or no effect on tailpipe emissions. One more thing, the air pump is actually an A.I.R. pump, Air Injection Reactor.
