Manufacturers use smaller spare tires to save costs and because there isn't much room in the trunk (boot or luggage compartment in British English - I own a Jag so I learned some British English car vocabulary from the manuals. My Jag has a proper full-size spare.). I would guess that it's legal in the UK and everywhere else.

What does the LAW have to do with a tire?It is a SPARE. It isn't even required that the manufacturer provide one. They provide the spare like they provide the stereo, as an incentive to buy the car. The spare is a mechanical issue, not a legal issue.
