Slipping clutch. Depending on how old the car is, it's either got contaminated by oil on the friction surfces or just had a lot of hard use. To double check, put on the handbrake and try to stall it by putting it in gear and letting the clutch out. If the engine keeps revving, shot clutch. I owned a Fiat once. never again.
