You might have a possible short in the switch that shuts the light off when you disengage the e-brake, or you could need to adjust the location of the switch in relation to the brake.Your brake light, hazard lights, engine light, oil light, or temperature light? I really don't know what an emergency light is. If it is your brake light than you may need to take it in and get the cable tightened up. That should solve a brake light flashing. Given the age of the car, a lose emergency brake cable is a common thing.
If it is another light, on and off flashing is an emergency in a VW. If it stays on it is not as bad. Flashing means get it serviced.
