It looks like it fixes to a nut which is attached to the windscreen. The actual mirror looks like it should clip over the nut. The clip is spring loaded and does not want to go back where it came from.

remove the part thats attached to the glass go to the autozone for the epoxy kit or the mirror glue kit clean the window with vinegar dry and then glue the base to the glass now wait the right amount of time and return the outer parts to the base i had to do this in my olde truck twice
