Why is my 1991 caprice dumping so much gas it cuts off?

Question:
alright, i checked the checked the cel and it threw a 51 so i put an ecm in. same problem. the problem is when u give the car gas it fouls the plugs, cuts out. backfire, and cuts off. changed map, tps,coolant temp,pressure regulator injectors prom chip and ecm. its a 1991 caprice with a 305 tbi. thanks for the help!
