Follow the 3 step system from KBS Coatings. Remove all the loose flakey rust then Clean, prep & seal. Apply Two coats of RustSeal and your rust will never return. RustSeal comes in an off-white which is the color required for those tanks too. Large tanks are actually one of their target markets, but I've used it on minor rust in auto floorpans/trucks and it really works great. Not a gimmick IMO...

Supreme Chemicals has a product called Krud Kutter Rust Remover Gel that would be safe. I would also use Krud Kutter itself or something like it to completely clean the tank before painting. You need to make sure all Propane residue has been removed. Next spot prime any bare areas with a product like Sherwin-Williams Kem Kromik Universal Primer. Sherwin-Williams also has a product called Silicone Alkyd Enamel that would be a great finish paint for your tank. It has a nice "wet look" gloss finish and great color retention for an oil based product.More Questions & Answers ...
