You don't mention your state of residency but here in NYS all shops have a license number posted on the facility to which you can report this kind of conduct! If they don't have the sign posted, report them anyway as they are violating the LAW!

If you had no brake, then the brake pedal would go all the way to the floor, since nothing would be there to stop the wheel cylinder.
