some are really hard and some are really easy the best way to tell is to get a Haynes ;manual from advance or someplace like it and look in there for the procedure,. and to get a quick estimate you can call a salvage yard and ask them they can tell you the ins and the outs of it.Anything is possible but does he have the mechanical aptitude and the tools required? So ask yourself those questions, maybe pick up a Chilton's repair manual from your local auto parts center ( step by step instruction), and you should be able to answer the question!
Buy a repair manual for the vehicle. Changing the rack usually consists of removing the tierod ends, steering pressure hoses, steering column coupler, & the mounting bolts for the rack. If there are quoting a high labor cost, then there may be a whole lot more to the job.
