I will be assuming that you are referring to an automotive engine or piston aircraft. In anycase a starter is not required, but without a starter, you would have to crank your engine by hand. And that my friend, will not be much fun. If you've ever seen a movie about WWI or any movie with old planes, you can see someone cranking the propeller by hand, not my idea of fun. A stater is not required, but it sure makes life a lot easier and safer.To protect the windings from sudeen flow of current.
