All the sudden car overheated and the idle increased. temp outside dropped to15 1994 4-runner?

Question:
i have had trouble with the radiator and termostat but both have been replaced 4 months ago and all was well. but when it got cold i first noticed my heat was only getting warm when i was not idling. then it started running hot, the engine, and the idle increased to over 2500 rpms. i can't get it down.

I'm guessing the coolant is just water, no antifreeze and the water in the radiator froze up plugging the hot engine water from flowing through it, and it over heated.
