I have a 98' Honda AccordLX 4 Cyl. Once I take it out what do I have to do to put in either the used or new PCM (which do you recommend)? I know a little mechanic work so I am not scared to jump in, but I do need a little help.

If you have an issue with its performance, find the cause of the failure before you cook another unit.
If, for example you are having problems with a fuel injector driver, and it has failed (or any other driver), look for the cause of the failure. PCMs don't fail without cause.
An industry study found that over 85% of the PCMs replaced were not defective, and over 60% of those replacements that WERE defective had warranty issues. In other words, the same condition was present for the replacement, and cooked tha same driver. A shorted injector, or a grounded harness wire, or a short to power are all things that will cause a transistor to fail.
Check it ALL out very well.
Disconnect the battery and remove the ECU or ECM or PCM. Install the new one. Reconnect the battery, start the vehicle. Let the vehicle run for 60 seconds, then turn on all the accessories radio, wipers, heater, and window defrost. Then after 60 seconds turn off the vehicle. This will let the ECU monitor load and no load conditions of the engine and help in the aid of better fuel economy.
