One vehicle is a 2003 Dodge Caravan, and the other is a 2000 Jeep Cherokee. Buying new or used vehicles are not really in our budget so we are just looking for ballpark expenses.

Your '03 Caravan may comply with CA emissions standards. You can bring your Caravan to California. Any problem will emerge later when you have to get it smog certified, but that's down the road. Any Dodge dealership can tell you what you need, but that may be modest. California does have some confusing, and strict rules regarding inspection of vehicles. Any car brought into the state and registered there must have inspection and certification. As to the costs, I'm sure they would vary depending on what, if any, repairs had to be done to bring it in compliance. I lived in Cally all my life, and I never heard of converting. Years ago, you had to pay a smog impact fee to bring a car in from another state, but the courts ruled that was unconstitutional, interfering with inner-state commerce.You'll just have to get em smogged every 2 years.
