Then arc weld the two lug nuts together and remove both at the same time. Good metal repair epoxy might also weld the two lug nuts together. Then I would try cleaning the stud threads with a tap, but the stud should be replaced to be safe. The same technique might be used to remove a wheel lock lug nut that you've lost the key to.
