Could this possibly be road line paint or pesticide of some sort? Whatever it is will not come off and I'm looking at having to respray car unless i find out the source. Thanks...

No! you won't need a respray!Get hold of a buffer, some call it a mop..
& get some T-cut & buff it out, It will bring back the true colour of your car aswell & take out any light scratches!
Checking an altenator for output?
Put a car polish compound (t-cut) on the painted areas of your car, do a bit by bit, like wing, bonnet, rear panel & so on then get the machine buffer & take off the compound applying some presure, Have a bottle spray of water handy too, to spray on those areas to avoid drying up...that will get rid of the white dots!
OR take it to a car valeters, look one up in the yellow pages.

I take it you're sure that you haven't had a flock of blue or grey **** or any other small birds roosting in the tree above - in which case a good soaking with warm soapy water should shift it ! ! !Failing that, it could be that the body wasn't properly prepared prior to painting..
