Was in great shape when garaged. Tires now flat (or going), so new rubber req. Trannie slightly slipping b4, hoping to tighten bands, not replace (?). All fluids were drained b4. Heard that engine is prob frozen - can that be fixed? Or replacement nec? If so, how much typically for new engine? I'm trying to gague costs to see if I should find a way to trx to new home (am moving) and wait till I have more $$, or if I can afford to get it running now. Thanks for any advice!

Well let's start at the beginning, You need to find out if the engine is locked up. The easiest way to do this is to put a socket wrench on the crankshaft bolt and try to turn it by hand. Doesn't matter which way.If you can - Great - If not, then you have problems. Replacement is 'usually' the solution for a locked up motor. The cost really depends on the size and how much you want to spend. A 302 or 351 is common in the Cougars and is very easy to obtain. But it's also very easy to drop thousands on a race motor.
As far a the ransmission goes, if it has been dry for all this time there's no choice but to rebuild it. Even if there was fluid in it you may still have to rebuild.
Let's not forget the brakes. Getting a car running is useless if you can't stop it. You really need to check all of the seals and hoses .

After refilling all the fluids. Try taking the spark plugs out and funneling in a few ounces of oil into each plug hole. Then stand back as you turn the engine over with a hot battery. This will free up any stuck rings and lets the oil pump lubricate the dry engine. Stand clear. It should turn over very fast spraying out all the excess oil. sounds like your talking big bucks here since all the fluids were drained by the way that's not the proper way to store a car your tranny will have to be replaced or rebuilt same with the engine and wheel cylinders without the fluids in to keep the seals soft they are all dried out and brittle maybe and thats a big maybe they will soften up enough to just leak and not run out but your water pump will leak for sure, plus all the hoses will need replacing and without knowing the engine size and the tranny size i cant give you a dollar amount but it isnt goning to be cheapProblems with power steering??
