If you use fine steel wool, the paint should just rub right off. If you use steel wool though, make sure you use no other abrasives as it will probably scratch your bumper then.

If you want to see it work before you try it on your car, take a piece of steel wool to another chromes surface like a metal bike rim, a chrome handle on your oven, or a fishing dodger/flasher. The steel wool takes off the oxidation, dried on bugs, dirt, and anything else off of chrome with a little patience and elbow grease. The steel wool sounds harsh, but it really is the best way to clean chrome.

All those that said 0 grid steel wool with a thinner.I would agree.That is the best way.Forget the razor blade.Not only will it scratch,it is a danger factor to do bodily harm to yourself.You can get lucky and get it off that way.But I wouldn't chance it.When the steel wool will do the job a lot better.And more easily.
