I would think a spirit of any shape or form should get it out for you. If it's a very coarse surface you may need a power hose though. You can try a lot of different things, but first get a pretty solid scrub brush...one that has stiff bristles and can handle any kind of cleaner you'd use. I'd first start out with some Simple Green. It's biodegradeable, so it'll clean up and not be too big a deal when the remnants get washed away. If that's not strong enough, I've heard people swear by powdered Tide, the laundry detergent.
