Why does the gas pump keep shutting of on my 2004 Mazda Tribute, even on lowest pump setting?

Question:
No matter what gas station I go to, or how I postion the pump handle. Just started a few months ago...Seems like issue with venting of fill tube or tank when getting gas.

It has to do with the position of the black rubber which seats up against the nozzle. Don't just move the pump handle, try moving it in such a way so the rubber can get seated better.
