Might be the water pump! These are known to squeal on starting in cold conditions and when they are worn!

It might also be the fan belt or power steering (if fitted) belt! If these have been replaced recently, they sometimes squeal when new - usually doesn't last long though -couple/few days until it beds in!

sure its not fan belt? open the bonnet and spray some wd40 onto the belts then try to start it. some belts are noisy when worn which may not appear to be too loose, try the spray see what happens if it shuts it up replace the belts with a new one

Yes I agree with most of your answers, why are you so certain its not the fan belt? Tension OK ? that doesn't mean its not the fan belt, new one fitted? that also doesn't mean its not the fan belt, I go for the fan belt idea. If not the fan belt then the wheel on the alternator that the belt fits around is allowing the belt to slip, try changing this little wheel. That wont cost a lot and even I could do it!! At least give it a try before you start throwing money at the problem, and good luck!

This either the vacuum pump belt for the brake servo vacuum pump, the alternator belt, or the power steering belt.
