I have a car that runs perfectly fine, but the check engine light is permanently on due to a transmission swap. Is it possible to sell this car "as-is" in California?

Basically the answer is 'no' for a retail sale to another private party. The reason is that a smog inspection is required for the new owner to register the car.
Also, a sale can be rescinded by the purchaser if a smog certificate is not provided (typically in Small Claims Court, because the value is normally low for non-complying cars).
The Bureau of Automotive (BAR) repair does have an appeals process. An appointment can be made with a 'referee' who will consider your case. But you need to have a very good position to get their buy-in. They basically say that the car should be maintained in a way that allows it to pass all functional and performance requirements.

The car can be sold to a dealer. They can buy, but not sell, cars without a smog test. But believe me, they will pay almost nothing for any car that has a check engine light on. They know that you have no other options!

yes thats what (as is) means thats the buyers problem once they buy it as is some-one left a plug off or something thats all get under there and check make sure the plugs are all on or reach up in the dash and take the lite out.
