a block heater keeps the coolant in the block warm and a oil heater heats the oil , the block heater for the coolant is more widely used but they both the sameWell, the best engine heater setup is the "goes in the freeze plug" coolant heater, plug in style, this way you get instant heat. The circulating radiator heaters dont work well because the engine thermostat will stop proper flow of its pump.
If you lived in really cold area, they also sell a heated battery blanket and the oil dipstick tube heater,and those are good auxilary heaters for obvious reasons.
Then buy some nylon zip ties and a 3 way plug in and you could plug all three devices in with one heavy duty grounded extension cord. With that setup for under $110, you will never need to be concerned about your car being too cold to operate properly.

radiator heaters generally go in the lower radiator hose and plug into a normal 120 volt outlet, they are easy to install and work quite well, I dont know what type of block heater you are talking about but a block heater that mounts in your engine blocks frost plugs are usually a pain to install but do work better, there are also magnetic block heaters that will hold to any flat metal surface and can be used for oil or water and are also portable. they can get very hot and could char your oil inside the pan over timeIf it gets REALLY COLD (-50) you need both.
Most cars only need the block heater to keep the engine oil so it will flow and lubricate as you are driving your first few minutes.
A radiator heater is to keep your coolant from freezing which will only happen if you do not properly use antifreeze or are in EXTREME weather.
