The tires should have flat spots, if you mean a locking column operated by teh key, it should remain locked unless it breaks in the crash, in which case being broken would be an indication it wa slocked at the time of impact. Start the car and rotate the steering wheel from right to left. Does the tires move from right to left. If not, the steering is locked.The car must be running to do this. You can do it with out the car running but it will be hard to turn with no power to the power steering pump.
