tune-up instructions 1984 plymouth voyager 2.6L?

The tires should have flat spots, if you mean a locking column operated by teh key, it should remain locked unless it breaks in the crash, in which case being broken would be an indication it wa slocked at the time of impact. Some of the newer vehicles have computers that record all that information, speed, braking, etc.

How do you get a 2000 Ford Fl50 cranked when your key doesn't have a chip on it?

Turn the wheel...

help the brakes in my car.....whats wrong with them??

Start the car and rotate the steering wheel from right to left. Does the tires move from right to left. If not, the steering is locked.
The car must be running to do this. You can do it with out the car running but it will be hard to turn with no power to the power steering pump.
